I think its a non-metaphorical statement from the mall management that the economy stinks and that they wish they could hire back the maintenance crew. We’ve see malls going downhill everywhere on our travels this past year.
That’s what happens when no one has any loose change to toss in there. When you would toss in the coins, it would at least make the water move somewhat to prevent the scumming over.
